Freedom as Unrestricted Access to Evolutionary Environment
We cannot be limited by the universe in itself because we are enabled by the universe; we are a piece of the universe. Defining free will based upon the restrictions of our framework is a byproduct of mis-attribution of independence to our being from the underlying framework. We are not separate actors from the underlying cosmos but embedded in the cosmos, part and parcel of cosmos. Following universal laws is indentical to following our own wishes and whimsies.

Freedom is thus engagement with and access to the cosmos, to the
natural environs a species evolved in and from. Any restriction on free
will is restriction of access of the human being (or the sentient
species) from their environment, from their cosmos, from their natural
environs.
This cannot be acted upon by the universe upon inhabitants, but can, strangely enough, be enacted upon inhabitants in that cosmos by other inhabitant agents, who may attempt to restrict access and resources from other agents in order to exploit access to the base environs for themselves.
